A new development of affordable housing in Colne will be the first to be built as part of a joint venture between Pendle Enterprise and Regeneration (PEARL) and Together Housing Group.

After 10 years of successful regeneration, PEARL, a partnership between Pendle Borough Council and Barnfield Investment Properties, has joined forces with Together Housing Group to widen the housing choice in the borough.

Work will start on the first PEARL Together scheme in spring after planning permission was granted to build 79 homes for affordable rent off Harrison Drive. The development will comprise 43 two-bedroom homes, 28 three-bedroom homes and eight four-bedroom homes, which should be ready to move into summer 2021.

The development has been made possible thanks to £3.5m Homes England Strategic Partnership funding.

Subject to European Regional Development Funding, Together Housing plans to make the properties energy efficient through the use of ground source heat pumps and solar panels. The development will also benefit from an attractive pond in the form of a sustainable Urban Drainage System.

Russell Gallagher, Project Manager for Together Housing Group, said: “Prices for entry level housing in rose 2.5 times as fast as the average property market in Pendle over the last five years. This is locking many first-time buyers and those on low incomes out of the housing market and forcing them to move away from their roots.

“So we hope the news that we are building mainly two and three-bedroom homes for affordable rent will be welcomed by individuals, couples and young families who want to stay in the area they grew up.”

Councillor Mohammed Iqbal, Leader of Pendle Council, said: “The new homes will be built on an overgrown and difficult to access site, but one which enjoys a sunny position, open to lots of light.

“We carried out public consultation for people neighbouring the site last August and that has informed how the scheme will look.

“We will be retaining some of the open space and improving it.

“The new homes will be built 21 metres away from the back of the houses which surround the site on all sides, on Birtwistle Avenue, Slater Avenue, Tennyson Road and Harrison Drive.”

Barnfield’s Managing Director Tim Webber, who is also a PEARL Board member, added: “This is an important landmark as PEARL celebrates 10 years of successful regeneration and £83 million of investment in Pendle.

“PEARL was founded to make Pendle a more prosperous place to live and work and PEARL Together will mean we can build a wider range of quality homes in our area.

“We are proud of PEARL and its developments including nearby Langroyd Place and Greenfields View in Colne.

“And we have just sold the last house at PEARL’s Foxhills development in Brierfield, beneath our stunning mill apartments at Northlight.”
